The Ministry of Agriculture proposed to postpone the PSC reform to 2025

The Russian Ministry of Agriculture has supported the business proposal to postpone waste recycling reform in Russia from 2022 to 2025. Such a letter was sent by Deputy Minister Oksana Lut to Deputy Prime Minister Victoria Abramchenko, who oversees the reform, RBC writes.

"The Ministry of Agriculture of Russia supports the main proposals of industry unions, and also considers it advisable to consider this issue on the platform of the government with the participation of representatives of the industry and interested departments," the department explained.

Recall that according to the concept of extended producer responsibility (EPR), adopted by the government in late 2020, 100% recycling of packaging should be introduced by early 2022. The recycling rate for goods will be phased in at 10% per annum. Companies may choose not to recycle goods and packaging themselves, but then they will have to pay exorbitant fees.

In mid-August, the Ministry of Economic Development put forward a proposal to postpone the reform until 2024. The Ministry explained then that this would allow to create a waste recycling system without any drastic increase in the prices of goods.
