The Ministry of Finance of the Russian Federation will improve the chances of businesses to participate in public procurements

The Ministry of Finance (Ministry of Finance) of the Russian Federation has developed comprehensive amendments which will improve the chances of small and medium-sized enterprises (SMEs) to participate in procurements of state companies and corporations.

"The amendments are aimed at providing additional support to SMEs by increasing the share of procurements by customers under Law No. 223-FZ. In particular, the Russian Ministry of Finance proposes to increase the minimum mandatory share of purchases from SMEs from 20 to 30% of the annual volume of customers' purchases: to increase the number of customers that are required to achieve this minimum share of purchases," the Ministry's website explains.

The Ministry proposes to extend this obligation to all customers under Law No. 223-FZ, and not only to certain categories, as it is currently stipulated.

In addition, it is proposed to introduce electronic document flow in the field of procurement between the SME corporation and customers in respect of which the procedures of evaluation and monitoring of the minimum share of procurement are carried out.
